The City of Westerville is among the few municipalities in Central Ohio to own and maintain its own utilities, including water and electric service. Doing so allows the City to provide better support to residents and businesses, while maintaining quality and cost controls that are among the most competitive in the region.
The following rates and adjustments have been established for 2018, effective for bills with a due date after January 31, 2018.

WATER CONSUMPTION RATE
A residential customer using an average consumption of 7 ccf will experience a monthly water bill increase of $2.52. Water rates are based on consumption to reflect the true cost of service. Westerville remains among the lowest cost water providers in the region.
Westerville residents are billed each month for sanitary sewer services based on the metered consumption of water. Rates in 2018 will remain unchanged from the prior year at $50.23, based on an average usage of 7 ccf per month.
The Westerville Electric Division completed a Cost of Service and Retail Rate Design Review in 2014, which updated the utility’s retail rate structure to prepare for future changes in the electric industry. WED began implementing the recommended changes beginning in October 2016 and continues to do so in 2018.
Beginning Jan. 1, 2018, the monthly Customer Charge will increase for residential customers (from $8 to $12) and for General Service Small customers (from $10 to $20) based on the recommendations from the study. Customer charges for the remaining rate classes will not change.
Residential customers using an average of 1,100 kWh per month and commercial customers will experience an approximate 4% reduction in their overall electric bill thanks to a reduction in the Energy Charge.
The Westerville Division of Electric provides street lighting services for the City and this cost is included in your total electric bill.
REFUSE AND RECYCLABLE MATERIAL COLLECTION RATE
Rumpke of Ohio, Inc. provides contractual yard debris, solid waste and recyclable material collection and disposal services to Westerville under a regional, multi-city cooperative bid. The monthly fee for a residential premise is $18.50. Seniors (60 years or older and head of household) may apply for the monthly refuse discount of $1.55. In the aggregate, the average household customer will see a slight increase in the total monthly utility bill of $0.11.
