The City of Westerville uses two online portals for permits and plan review. Choose the one that matches your project.

Permit Portal Information

Eligible permit applications are listed below under their associated review type. Go to Permit Portal

Planning/Zoning Review:

Fence, patio, POD/dumpster, shed/accessory building (zoning certificates)
Uptown Review Board
- Request for a Certificate of Appropriateness

Building Review:

Commercial permits can only be issued to licensed contractors. To verify the portal applicant is a licensed State contractor, applicants must submit their active Ohio license to register with the City. This can be done by submitting a commercial trade registration application online. Once verified, commercial applicants will be given access to the commercial applications related to the trade registered for.

Commercial multi-family HVAC replacement (AC, electric, gas)
Commercial HVAC replacement (AC, electric, gas)
Commercial water heater replacement (electric, gas)
AC replacement, electric and gas AC/furnace replacement, electric and gas water heater replacement (*Valid for single, two family or three family dwelling units only. Contractor registration is required for multi-family HVAC replacement.)

Engineering Review:

POD/dumpster right of way, small cell right of way and approach/driveway/sidewalk replacement (both for residential & commercial projects).
Right of way projects need to be submitted in the Plan Review Portal. General notes are provided below:

Forms and Applications

Provided on this page are a variety of Planning and Development Department application forms and guides. Some of the applications pertain to administrative approvals (e.g., building permit), while others require board review (e.g., rezoning). Typically an application consists of a fee, the form, and supporting materials, although each division has different submittal requirements.

It is recommended that you contact staff prior to undertaking any project so as to avoid unnecessary delays or difficulties. Call (614) 901-6650 to talk to either the Building, Planning, or Engineering Divisions.
