Courtyard Rendering

The City Hall Civic Green project will add a public park and performance space in the heart of Uptown Westerville.
 
The Civic Green and associated improvements are a continuation of the City Hall Landscape Improvements and Via project, which began in 2015 with the reconstruction of the City Hall parking lot. This is the second and final phase of the project. 
 
The project will transform the center of Uptown, adding green space and other architectural elements including performance space, lit seating walls, brick and granite walkways, improved midblock crossing bump out and more.
 
The City has taken special care to make sure the changes honor the past, celebrate the present and look to the future of the Westerville community.
 
The City Hall parking lot and rear entrance will remain open throughout construction. This is a project of the City of Westerville Parks and Recreation Department with support from the Planning and Development Department.

Updates to follow. The project is expected to be substantially complete by late summer 2017.

4TH FRIDAY VENDOR LOCATIONS
A map of Mount Carmel St. Ann’s 4th Friday vendor locations can be found on the Westerville Visitors and Convention Bureau's website.

ACCESS TO CITY HALL & WESTERVILLE DIVISION OF POLICE
City Hall and the Westerville Division of Police will be accessible to the public from the City Hall parking lot.

PARKING
The parking lot, located behind City Hall, will remain open throughout construction. More information on parking in Uptown can be found here.

CROSSING STATE STREET
Pedestrians will be able to cross safely at College Avenue and Park Street, but not between them.

 

 

PROJECT MILESTONES
All work is weather permitting.

Westerville Division of Police front porch/stair replacement; Clearing of existing courtyard landscaping.
Description of Work: Teardown and rebuilding of stairs. Replacing concrete with brick pavers.
Impact: WPD inaccessible to pedestrians for this week. All walk-in business will be conducted from a booth in City Hall lobby. Access to City Hall will not be impacted by this work.
STATUS: Complete

Reconstruction of the walkway between WPD and City Hall.
Description of Work: Demolition and replacement of walkway between WPD building and City Hall.
Impact: No pedestrian traffic between rear parking lot through to State Street. Pedestrians will enter WPD from State Street.
STATUS: Complete

Courtyard planter and paver demolition.
Description of Work: Crews will remove courtyard pavers and large brick planter.
Impact: Entire City Hall courtyard area will be closed to all pedestrian activity and the west side sidewalk along State Street will be closed between College and Park Street. City Hall, police station and businesses will be accessible during this time.
STATUS: Complete

Installation of chain-link fencing.
Description of Work: Temporary plastic, orange fencing will be removed and replaced with a six-foot chain-link fence. The fence will be installed to enforce the closure of the crosswalk in front of City Hall. The west side sidewalk along State Street will also be closed between College Avenue and Park Street.
Impact: Pedestrians will continue to be unable to use the sidewalk and crosswalk in front of City Hall as a safety precaution during construction. This closure will remain in place through the end of the project.

Installation of underground utilities
Description of Work: Crews will install electric, storm sewer and irrigation systems under the old courtyard site.
Impact: This work should have no noticeable impact on pedestrians and local businesses.

Installation of architectural features.
Description of Work: Visitors to the area will notice the construction of performance space, walkways and lit seating walls.
Impact: This work should have no noticeable impact on pedestrians and local businesses.

Installation of Landscaping
Description of Work: Trees, shrubs, perennials and turf will be planted.
Impact: This work should have no noticeable impact on pedestrians and local businesses.

Installation of site furnishings.
Description of Work: Park benches, refuse receptacles and site lighting will be installed.
Impact: This work should have no noticeable impact on pedestrians and local businesses.
