BRIDGING THE GAP

Westerville Helps houses the City's financial assistance opportunities for residents in need, including Parks and Recreation program fees, utility bills and home improvements.

Parks and Recreation

Financial assistance includes reduced or waived fees for registration fees, daily passes and recreation facility passes.

Amount: $100 per person/year; $500 per family/year. Credit only

Utility Billing

Amount: Approved Westerville residents will receive a credit on their account one time per year based on their past amount not to exceed $500.
What's Covered: Past-due bills only. Only residents. Tenant or owner-occupied. Not intended for water leaks.
Eligibility: Must meet Federal Free and Reduced Lunch Program Eligibility criteria to apply.

Home Improvement

Amount: Reimbursement up to 50%; $5,000 individual max; $20,000 annual program amount
Eligibility: Single-family, owner-occupied for 12 months. Agree to remain five more years. All taxes current. Maximum household income < Westerville median household income
About: Exterior home remodeling projects. Windows, doors, porch, patio, siding, landscaping, lighting, handicap ramps, exterior paintings. Roofs, gutters not eligible; may be considered part of match.

Parks & Recreation

An assistance program has been in place for reduced or waived fees with Parks and Recreation programming since the 1980s. Funded by the Westerville Parks Foundation, eligible uses of financial assistance include registration fees, daily passes, classes and recreation facility passes.

The Foundation fundraises annually to support the program, which is available to residents via a city application process.

Home Improvements

Aging homes, particularly those owned by individuals who are unable to maintain their properties due to physical, financial or other hardships, are common calls received by the Code Enforcement division. The Westerville Helps program aims to address problems to the exterior of homes before reaching enforcement processes.

Eligible property owners would be able to receive reimbursement of renovation expenses up to 50% of a $10,000 exterior home remodeling project (maximum reimbursement is $5,000). Qualifying reimbursements include windows, doors, porch and/or patio remodeling and construction, siding, landscaping, lighting, handicap ramps and exterior painting.

Homeowners wishing to apply for reimbursement must meet the following eligibility requirements:

Homes must be single-family owner occupied
All applicable taxes must be paid, current or in good standing
Owners must agree to remain in the home for five additional years
Maximum household income cannot exceed the Westerville median household income
