Council Chambers Procedures

The following procedures will be followed when Westerville City Council, Boards and Commissions return to an in-person meeting format at City Hall (21 S. State St.)

Council Chambers will have reduced seating capacity to accommodate social distancing requirements. All occupants will be required to sit unless presenting to the Council, Board or Commission at the podium. Please avoid touching the podium surface when speaking. 

Once all seats are occupied in Council Chambers, no additional people will be permitted inside the room unless they wish to speak to Council during Citizen’s Comments or to testify in a public hearing. Those without a seat who wish to speak will be asked to wait in the lobby area or outside the building until it is time to speak. In this case, a staff member will admit speakers into Council Chambers one person at a time. 

Staff members presenting items to Council/Boards, with the exception of the principal staff representatives will stage in the hallway outside of Chambers until admitted by a staff member. Principal staff representatives are those who have primary staff responsibilities during meetings. These include the Clerk of Council, City Manager, Assistant City Manager, Law Director, and Finance Director for Council meetings; a designated Planning staff member and Deputy Clerk for Planning Commission, BZA and Uptown Review.

A designated staff member will be on hand to ensure proper distancing in the lobby. This may require the line to extend through the lobby into the rear outdoor entryway/sidewalk area.

All people entering Council Chambers must wear a face-covering until or unless they are speaking to members of City Council, Boards and Commissions. 

Ceremonial activities at official meetings (Awards, Recognitions, Proclamations, etc.) will be limited and permitted only with the express consent of the Council/Board Chair.

Finally, please note that Chambers will be sanitized after each Council/Board and Court use.
