Planning & Development

The City of Westerville is committed to preserving the health and safety of our residents, building industry professionals and our staff. Beginning Monday, June 1, due to public health concerns related to the COVID-19 virus, the Planning & Development Department will be restricting public access to the 64 E. Walnut St. building. The front counter will be open to the public from 8-11:30 a.m. and between 12:30-4:30 p.m. We continue to offer our services and provide alternative pathways in which to conduct business in the following ways: 

Building Division

Our phones lines (614) 901-6650 option #4, will be open from 7 a.m. -  4 p.m. Monday through Friday to assist you with your permit needs and to schedule inspections.

Inspections will continue to be performed “as usual” at this time, however the quantity of inspections that we perform on any given day may be limited. Please call before 12 p.m. for next-day service. During the inspection, we ask your team members to not follow our inspector and/or maintain proper “social distance” at all times.

We encourage inspections on replacement units of furnace/AC units and hot water heater replacement units, be delayed until further notice.

Consultations and face-to-face meetings will no longer be conducted unless it is imperative. We encourage you to set up phone meetings or meetings through other avenues.

To those applying for new commercial building permits, fire suppression permits and fire alarm permits, we strongly encourage you to submit these permits through our Online Plan Submission Portal at www.westerville.org/forms. (Note: if it is a resubmission/revision submission for a permit that was previously submitted or reviewed by paper, it must still be submitted by paper.) If you wish to submit for these types of permits in paper form, you may do so by dropping off the permit application and five (5) sets of plans into a container located in the front lobby of our 64 E. Walnut St. building from 8 a.m. - 4:30 p.m. Monday through Friday.

Applying for new residential building permits via paper form can be done so by dropping off the permit application and two (2) sets of plans into a container located in the front lobby of our 64 E. Walnut St. building from 8 a.m. - 4:30 p.m. Monday through Friday. 

Payment and picking up of building permits (commercial and residential) or plan revisions, that are in paper form and have gone through the review process, can be picked up by appointment only on Tuesdays and Thursdays. Please call (614) 901-6650 option #4 to schedule this appointment.

Trade permits (electrical, plumbing, HVAC,) that are associated with an approved building permit (commercial or residential) can be obtained by dropping off the application and check in the Utility Billing dropbox located in the front parking lot of the 64 E. Walnut St. building. Please place these permit items in an envelope and mark it to the “Attention Building Division”. The Building Division will mail your permit and receipt to your business address. Trade permits can also be obtained by mailing your permit application and check to: Westerville Building Division, 64 E. Walnut St., Westerville, Ohio 43081. Again, the building division will mail your permit and receipt to your business address. 

Standalone trade permits (commercial or residential) can be obtained by dropping off the application and check in our utility billing dropbox located in the front parking lot of the 64 E Walnut Street building. Please place these permit items in an envelope and mark it to the “Attention Building Division.” The Building Division will mail your permit and receipt to your business address. Engineering Division

The Engineering Division will continue to field questions, review applications for residential and commercial developments and issue permits as usual. For zoning applications that require hard copy submittals and/or fees at the time of application (generally Planning Commission and Board of Zoning Appeals application), please contact the appropriate staff person as listed above prior to submitting the application to schedule an appointment.

Code Enforcement

The Code Enforcement Division will continue to offer code enforcement services to the community.  Questions, concerns, or requests for service may be directed to (614) 901-6816 or codeenforcement@westerville.org.  Code enforcement questions, concerns, or requests may also be submitted via the City’s web page or mobile app.  Click on “submit a service request” at www.westerville.org or download the “Tell Westerville” app at Google Play or iTunes.  

Consultations and face-to-face meetings will be by appointment only. Code Enforcement staff will remain available by telephone, email, and/or Google Hangouts. Additionally, Code Enforcement staff are available for on-site meetings with anybody who is not ill provided social distancing and/or other protective measures are employed.  

Property owners and tenants in receipt of a Notice of Violation may contact the Code Enforcement Officer listed on the notice by email or telephone.

Notices of Intent (NOI) for food trucks and food carts may continue to be submitted electronically to codeenforcement@westerville.org or submitted in paper form to a container located in the front vestibule of 64 E. Walnut St. from 8 a.m. to 4 p.m. Monday through Friday.
