The Clerk of Council is appointed by Westerville City Council and serves the seven member City Council. The Clerk of Council attends all meetings of City Council, prepares and posts Agendas, takes Minutes and prepares those Minutes of all meetings and is the record keeper of all city documents. The Clerk of Council also handles solicitation permits, block party permits and parade permits. Business hours of the Clerk of Council is 8:00 a.m. to 5:00 p.m. Monday through Friday in the City Manager's Office, 21 South State Street.
The City of Westerville, through the Clerk of Council, will prepare, make available and/or copy public records, upon the request of any member of the general public. The Clerk of Council shall charge a copy fee of $.05 for each page of records requested after 20 copies. The Clerk of Council shall make all records available for inspection or release within a reasonable period of time from the date of a request (Westerville Open Records Policy).

All companies or individuals, groups or companies wishing to solicit in Westerville are required to complete a registration form available in the Clerk of Council's Office. All vendors wishing to sell food from vehicles must also complete this form. Solicitation Permit Application [PDF]
Right of Way Solicitation Permit
The City Manager or his designee may issue a permit to solicit contributions on a street, highway, or roadway from the driver or occupant of a vehicle. Right of Way Solicitation Permit Application [PDF]
Block Party Permit
The Block Party Permit shall be submitted at least 10 days prior to the requested date to the Municipal Building. For approval, a minimum of 90% of the homeowners in a 4 block area affected, must favor this request after they have knowledge of any forms of entertainment to be used and the amount of people to be present. Special Events Permit
A Special Events Permit is required for festivals, performances, competitions, or other organized public events in which public rights of way or public property will be used or significantly impacted as a result of the event, and which, due to reasonable public safety concerns, foreseeably require the involvement of public personnel and equipment dedicated to assisting in the event. There are two types of Special Events: Community Special Events - those Special Events the main purpose of which is to benefit the local community, and for which no individual receives a monetary gain for coordination of the event; and Professional Special Event - those Special Events the main purpose of which is to produce a financial benefit for an individual or an organization.
