City Administration Reorganizes With Internal Promotions and Staff Reductions

Over the past 16 months, the City of Westerville has seen its top two administrators retire. With the appointment of David Collinsworth as City Manager this past December to succeed long-time City Manager David Lindimore, the remaining senior staff void was the Assistant City Manager’s position previously filled by Mr. Mike Wasylik, who retired in early 2007.
Today, City Manager David Collinsworth announced two promotions and a reorganization of the City Manager’s Office that will be lighter by one position. Economic Development Coordinator Julie Colley has been named as the new Assistant City Manager and Risk & Procurement Administrator Adam Maxwell has been named the Director of the new Department of Administrative Services. Under the reorganization, the major duties of Economic Development will be retained by Colley and her former position will remain vacant. The Risk & Procurement Administrator position will be eliminated, with overall responsibility for those functions assigned to the Director of Administrative Services, who will also oversee several internal operations including Human Resources, Community Relations, Workplace Safety & Risk Management, and Buildings & Grounds.
The restructuring is estimated to save the City approximately $91,000 annually in direct labor and associated benefit costs. "This reorganization allows the City to retain and promote outstanding talent within the organization while accounting for what appears to be rougher economic times ahead as part of our financial forecasts," said Collinsworth.
Ms. Colley is a veteran of local government having served Westerville in both economic development and planning roles since 2002. Her city management career also includes a nine-year stint with the City of Grandview Heights as their City Administrator from 1992 to 2001. She holds Bachelors and Masters degrees in City and Regional Planning from The Ohio State University. Her appointment is expected to be confirmed by City Council, per City Charter requirements, at their regular meeting on May 6th.
Mr. Maxwell has worked in various management positions for the City of Westerville since May of 2000, coming from a similar administrative post with the City Manager’s Office in Batavia, New York. He holds a Bachelors of Arts degree in History from St. John Fisher College in Rochester, New York, and a Master of Arts in History from Duquesne University in Pittsburgh. Mr. Maxwell also serves as an Adjunct Faculty member in the Humanities Department at Columbus State Community College. His appointment will become effective on June 3rd, 2008.
